Job Title: Operations Controller

Job Description
The Operations Controller oversees the activities of the function that acts as the central processing hub of the terminal operating system. The incumbent collaborates with representatives from various departments—including marine operations, yard operations, MHC, RTG, and others—to ensure daily productivity targets are achieved.
Key Duties and Responsibilities
Strategic Leadership:
- Cascade departmental yearly goals/performance objectives into the section/unit
- Coordinate with the Head of Operations to prepare a yearly implementation plan outlining sectional/unit goals and performance objectives.
- Establish systems to monitor and evaluate the sectional/unit plans and progress
- Provide leadership and direction for the section/unit
- Ensure synergy among all teams in the section/unit
- Oversee and coordinate every activity of the unit/section
Vessel Pre-Arrival Planning:
- Request and receive all required documents and plans (vessel plans) from the planning team within the stipulated timeframe.
- Oversee yard allocation for incoming vessels, export plans, and barges in alignment with ships’ schedule
- Coordinate with Shift Managers to ensure timely allocation and distribution of equipment (MHC, RTG, Plants, etc.) for vessel and yard operations prior to vessel arrival.
- Follow up, monitor, and supervise all teams (planning, yard, equipment) in the section/unit
Request and obtain the yard operations distribution, including yard layout and space allocation, to support efficient vessel and cargo handling.
Planning Execution:
- Liaise with shift managers upon vessel arrival to coordinate vessel and yard operations based on initial plans.
- Monitor operations from the control room and provide status reports regularly
- Publish productivity data for planning reviews and adjustments
- Evaluate work done at the end of every shift and reconcile with outstanding activities at the start of the next shift.
- Confirm with the shipping line’s vessel planner and chief officer that operations are in order before the end of vessel operations within 3-2-1 hour intervals.
- Monitor sequence of vessel operations with shift manager and implement changes as necessary.
- Liaise with shipping line planners for updates and disseminate information to all involved teams
- Collaborate with all teams and stakeholders during planning execution to ensure proper activity completion
Post-Execution:
- Review all operation reports (vessel, yard, equipment) from teams working with the control room to ensure accuracy
- Monitor and follow up with Yard and Marine Analysts on any delays
Team and People Management:
- Attend to team members’ welfare
- Prepare monthly rosters in consultation with other HODs and communicate to relevant stakeholders
- Recommend appropriate training to close performance and development gaps
- Support recruitment processes for team members
- Maximize team productivity through the implementation of TICT’s performance management system.
- Perform other duties as required by the business
Minimum Educational Qualifications / Certifications / Years of Experience
- Minimum of HND or its equivalent in Supply Chain, IT, or a Maritime-related discipline.
- Minimum of 5 years of relevant experience
- Certificate from the Standard Institute of Shipping and Lean Six Sigma (Green Belt).

- Strong knowledge of ports and terminal operations, including planning, vessel, yard, equipment handling, examination processes, and control room coordination.
